Short answer: No
Producer facility registration belongs to the facility; a different trading company may carry out the export. GACC/CIFER registration is the registration of the facility where the product is physically produced/processed — it is not required that the company handling the export be the same legal entity.
But consistency is essential
The producer, exporter, and Chinese importer information must be consistent across the documents. Any contradiction between the invoice, certificate of origin, health certificate, and the information on the packaging can halt the declaration process at customs.
What happens in contract manufacturing situations?
If your product is produced not at your own facility but at a contract (third-party) manufacturing facility, the party that must be registered is the contract manufacturing facility — not your company. This is one of the most commonly confused points: even if the brand is yours, GACC registration belongs to the facility that physically carries out the production/processing.
For private label and trading models
- Private label: If the product is produced under your brand but at a different facility, registration still belongs to the production facility; your responsibility is to confirm that you are working with the correct facility and that its registration is current.
- Trading: If you export products from different producers without production of your own, which facility must be registered for each individual product must be clarified separately — a single "general" registration is not sufficient.
Why must this be clarified before shipment?
Shipments proceeding while it remains unclear which facility must be registered run into problems because the facility-product match does not hold up in the customs declaration. This structure is one of the fundamental questions that must be clarified before agreeing on price and delivery terms with the buyer.
